Minister Hautala to OECD High Level Meeting: focus on global development goals

Minister for International Development Heidi Hautala will participate in the High Level Meeting of OECD and its Development Assistance Committee (DAC) in London on 4 to 5 December.

In London, the participants will discuss the UN-led effort to identify a successor framework for the Millennium Development Goals for reduction of poverty and inequality and strengthening sustainable development beyond 2015. 2015 is the deadline for implementation of the present Millennium Development Goals.

Another important topic is the expansion of development financing to facilitate implementation of the new global agenda. This refers to, for example, more effective and efficient tapping of the contributions of the private sector and commerce, and remittances of immigrant workers as well as the national resources of developing countries to serve the purposes of development and reduction of poverty. The aim is to free developing countries from aid dependency by means of, for example, enhancing taxation and natural resources policy.

Innovative sources of development assistance are also entering the development finance discussion as an important topic. One of the best known examples of innovative funding is the airline ticket fee, used in several countries, the revenues from which are used, for example, for global vaccination programmes and prevention of communicable diseases. Finland plays an active role in this development effort, since Minister Hautala presently acts as chair of the Leading Group on Innovative Financing for Development with 63 member states.

The end result of the meeting will be adoption of a joint statement of all participating countries. It will provide guidelines for UN preparation efforts for drafting the new Millennium Development Goals and promotion of more extensive development financing.

The High Level Meeting will also be attended by key partner countries of the OECD and DAC – Brazil, India, China, Russia, Indonesia and South Africa. The participants will also include the director generals of international development financing institutions, European Commissioner for Development Andris Piebalgs, and representatives of the World Bank and the UN Development Programme.

DAC’s Development Co-operation Report 2012 will be launched at the meeting. The report looks at how the development community - OECD member states, key partners, international organisations, civil society organisation (CSOs) and the private sector – have succeeded in linking sustainability and development. The report also gives information on the development funding provided by new donors, i.e., emerging economies and private contributors. The amount of funding similar to official development assistance (ODA) provided to developing countries by the new donors already exceeds the development aid provided by OECD countries multiple times.
