Budget proposal of the Ministry for Foreign Affairs for 2013

The budget for 2013 proposes a total of 1,298.4 million euros for the administrative branch of the Ministry for Foreign Affairs.

A total of 196.2 million euros is proposed for the Foreign Ministry’s operating expenses. The Ministry is providing for the possibility that Finland will be a member of the UN Security Council in the years 2013–2014. Revision of the structure and workings of Finland’s external representation will continue and changes in the network of diplomatic missions will be implemented in 2013 as well. Resources will be directed in particular to countries and regions having an increasing political and economic importance for Finland. Cooperation with other key actors promoting exports and internationalisation will be strengthened on the basis of the Finland House/Team Finland concept. Development of visa services will be continued by adopting visa processing independent of location at the visa service centre in Kouvola. The focus of communications for citizens will be on Web-based communications and social media.

The amount of 62.8 million euros is proposed for the maintenance of Finnish crisis management troops, in accordance with the spending limits of this administrative branch. The sum proposed for the participation of civilian staff in crisis management is 17.4 million euros, of which 400,000 euros is designated for peace mediation. It is estimated that the number of staff hired for military and civilian crisis management operations will total 530 in 2013.

An estimated 1,118.3 million euros will go for development cooperation expenditure in 2013; according to current forecasts, this corresponds to approximately 0.55% of gross national income. During the middle of the Government’s term, revenues received from the auctioning of emission allowances will be channelled to climate financing and development cooperation. In this context, the aim is to increase the share of gross national income used for development cooperation. A total of 892.6 million euros is proposed for the item ‘development cooperation proper’ under the main title for the Foreign Ministry. In accordance with the Government Programme, appropriations for 2013 are frozen at the level for 2012.

At the 15th Conference of the Parties (UN Framework Convention on Climate Change) in Copenhagen, Finland undertook to cover 110 million euros of the EU’s short-term funding pledge in 2010–2012. Additionally, in accordance with the resolutions adopted by the industrialised countries in Cancun (2010), the aim is by the year 2020 to create annual financial flows of 100 billion US dollars to developing countries, to be used for climate measures. An estimate of about 64 million euros of the 2013 budget appropriations for development cooperation is used for Finland’s climate funding.

The sum of 10.0 million euros is proposed to raise the capital of Finnfund (the Finnish Fund for Industrial Cooperation Ltd).

The sum of 90.1 million euros is proposed for the membership fees and financing shares, in accordance with the spending limits of this administrative branch.

The draft budget proposes 3.2 million euros for the Baltic Sea, Barents and Arctic cooperation. This work will focus primarily on Northern Dimension policy and multilateral cooperation in Northern regional councils, such as the Council of Baltic Sea States, the Barents Euro-Arctic Council and the Arctic Council.
