MSc (Techn.), Master of Public Administration Päivi Nikander has been appointed as Deputy Head of Mission in Organisation for Security and Cooperation in Europe (OSCE) Field Operations Mission to Kosovo as of 7 January 2013. The main task of the mission is to promote implementation of human rights and the principles of good governance. This is OSCE’s largest Field Operations Mission with a staff of some 670 persons. The Head of Mission is Jean-Claude Schlumberger from France.
Nikander has extensive international work experience from several tasks, in the Western Balkans in particular. Earlier, Nikander has already worked in the OSCE Field Operations Mission to Kosovo as development manager for local administration. She also worked, for example, in the European Agency for Reconstruction in Skopje and the United Nations Development Programme’s (UNDP) Yemen office. Until the end of September, Nikander acted as head of local government unit at the International Civilian Office in Pristina, supervising the implementation of the Ahtisaari Proposal. At the moment, she is serving as a temporary consultant to the UNDP.
